Article 2
Sustainable development of housing, within the meaning of this Law, shall be:
1) improvement of housing conditions for citizens, preservation and improvement of the value of housing fund along with improvement of energy efficiency, reduction in negative environmental influences and rational utilisation of resources, i.e. bringing in line the economic and social development and environmental protection in development of housing sector;
2) maintenance and management in residential buildings, residential and commercial buildings, commercial buildings, buildings for public purposes or buildings proclaimed to be cultural property and buildings in protected cultural and historical units, with the aim of preventing or removing dangers for life and health of people, environment, economy or property of substantial value, i.e. with the aim of providing for the safety of the building and its surroundings.
The sustainable development referred to in paragraph 1 of this Article shall be a public interest.
With the aim of achieving the public interest, the Republic of Serbia, autonomous province and local self-government units shall adopt strategic documents for the implementation of housing policy and provide for the funding in their respective budgets for discharging of obligations laid down in this Law and in strategic documents.
