Scope of the Law
Article 1
This Law shall regulate free legal assistance for citizens as its beneficiaries and method of realization and provision thereof.

This Law shall apply to the beneficiaries of free legal assistance that have not realized their right to free legal assistance under other laws.
Objective of the Law
Article 2
The objective of this Law is to enable effective and equal access to justice to every person.
The Notion of Free Legal Assistance
Article 3
Free legal assistance is the legal assistance realized by the beneficiary free of any charge in compliance with the provisions of this Law.

Free legal assistance shall be realized by means of free legal assistance in the narrower sense, free legal support and free legal assistance in cross-border disputes.

Free legal assistance in the narrower sense shall hereinafter be referred to only as "free legal assistance".
