Subject Matter of Regulation
Article 1By this Law, the general interest in culture, the method of attainment of the general interest in culture and the performance of cultural activities, the rights, obligations and responsibilities of the Republic of Serbia, Autonomous Provinces and municipalities, cities and the City of Belgrade (hereinafter: the local self-government units) in culture, as well as the conditions for activities of all the entities in culture shall be established.
Individual fields of culture shall be regulated by separate laws. -
Article 2
In this Law, the terms designating positions, professions and/or occupations used in grammatical masculine gender shall include the natural masculine and feminine genders of the persons to which they pertain.

Principles of Cultural Development
Article 3The Republic of Serbia shall ensure the attainment of the general interest in culture and the implementation of cultural policy as a set of objectives and measures aimed at fostering cultural development which shall be based on the following principles:
1) preservation of cultural and historical heritage;
2) freedom of expression in cultural and artistic creation;
3) fostering cultural and artistic creation;
4) openness and availability of cultural contents;
5) respect for cultural and democratic values of the local, national, regional, European and world tradition;
6) protection and promotion of cultural diversity and strengthening of intercultural dialogue;
7) strengthening of the capacities of culture and its links to other fields (education, science, tourism, foreign relations, youth, etc.) and integration of cultural development in the socio-economic and political long-term development of the democratic society;
8) democratic character of the cultural policy;
9) equality of entities in establishing of institutions and other legal persons in culture and equality in operation of all the institutions and other entities in culture;
10) decentralization in decision making, organization and financing of cultural activities in compliance with the cultural policy;
11) autonomy of entities in culture;
12) promotion of sustainable development of the cultural environment as an integral part of the environment;
13) fostering the culture of remembrance, the application of which shall fall within the competence of the museum of genocide victims;
14) promotion of the development of international cooperation and exchange in culture, mobility of artists and acceptance of good practices, with the aim of strengthening creativity and innovativeness of cultural operators;
15) the use of information and communications technology and networking of cultural institutions and all entities in culture.
