Article 1
This Law shall regulate the jobs of the customs service, the internal organisation and management of the authority performing the jobs of the customs service, the powers, rights, duties and responsibilities of customs officers and employees.
The jobs of the customs service shall be performed based on the principle of professionalism and integrity, publicity of work, provision of services to the public, responsibility and consistent application of laws and exercising of statutory powers.

Article 2
The jobs of the customs service shall be performed by the state administration authority in charge of expert jobs relating to: customs clearance of goods, customs supervision and other jobs of passenger control and control of circulation of goods and services involving foreign countries, as well as other tasks laid down by the law (hereinafter referred to as: the Customs Administration).
A customs officer shall be the government employee performing the customs service jobs within the scope of work of the Customs Administration.

Article 3
The seat of the Customs Administration shall be in Belgrade.
The Customs Administration shall have its sign and flag.
The sign referred to in paragraph 2 of this Article shall be an integral part of the official clothes and shall be impressed on the official badge of the customs officers. The appearance of the sign and of the flag and the official use thereof shall be prescribed by the Minister in charge of finance (hereinafter referred to as: the Minister).
