Article 1
This Law shall govern the healthcare system in the Republic of Serbia, its organization, social care for the health of the population, supervision over the enforcement of this Law, as well as other issues of importance for the organization and implementation of health protection.
The issues of the procedure, not otherwise governed by this Law, shall be subject to the provisions of the law governing the general administrative procedure.
Issues of the inspection supervision procedure, not otherwise covered by this Law, shall be subject to the provisions of the Law governing the inspection supervision.
Terms used in this Law shall be in grammatical male gender and shall imply both the male and the female gender of persons to which they refer.

Health protection
Article 2Health protection, in the sense of this Law, shall be the organized and comprehensive activity of the society with the purpose of achieving the highest possible level of preservation and improvement of the health of citizens.
Health protection, in the sense of this Law, shall include the implementation of measures and activities aimed at preservation and improvement of the health of citizens of the Republic of Serbia (hereinafter referred to as: citizen), prevention, control, and early detection of diseases, injuries, and other health disorders and timely and efficient treatment, health care and rehabilitation.
