Subject Matter of Regulation
Article 1This Law shall regulate the system for limiting the effects of the greenhouse gases (hereinafter: GHG) and for adaptation to climate change, monitoring and reporting on the strategy for low-carbon development and strategy improvements, climate change adaptation program, adoption of the strategy of low-carbon development and climate change adaptation program, issuing of permits for GHG emissions to operators of installations, issuing of approvals for the monitoring plans of aircrafts operators, monitoring, reporting, verification and accreditation of the verifiers, administrative fees, supervision and other issues of importance for the limitation of GHG emissions and adaptation to climate change.
Provisions of the law regulating the general administrative procedure shall apply to the procedure for issuing, revocation, modifications and supplements to the permission for GHG emissions, procedure for granting approvals and approvals for amendments to the monitoring plan for GHG emissions, procedure for granting approvals for reports on improvements to the methodology for GHG emission and procedure for keeping records and the register prescribed by this Law, unless where prescribed otherwise by this Law.

Application of the Law
Article 2Provisions of this Law shall apply to the GHG emissions caused by human activity and sectors and systems exposed to the impacts of climate change.
The GHG referred to in paragraph 1 of this Article shall be carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and sulphur hexafluoride (SF6) and nitrogen trifluoride (NF3).

Objections of the Law
Article 3The objective of this Law is to establish a system in order to reduce the GHG emissions in a cost-effective and economically efficient manner, whereby contribution shall be made to achievement of the scientifically necessary levels of GHG emissions in order to avoid dangerous climate changes on the global level and adverse impacts of climate change.
The objective of this Law is also to reduce the GHG emissions and adaptation to changed climatic conditions through adoption and implementation of public policy documents.
The objective of this Law is also to establish a mechanism for timely, transparent, accurate, consistent, comparable and complete reporting and verification of information on fulfilment of commitments under the Law on Ratification of the UN Framework Convention on Climate Change, with Annexes (Službeni list SRJ - Međunarodni ugovori, No. 2/97), Law on Ratification of the Kyoto Protocol (Službeni glasnik RS - Međunarodni ugovori, No. 88/07), Law on Ratification of the Doha Amendment to the Kyoto Protocol to the United National Framework Convention on Climate Change (Službeni glasnik RS - Međunarodni ugovori, No. 2/17) and the Law on Ratification of the Paris Agreement (Službeni glasnik RS - Međunarodni ugovori, No. 4/17), as well as for monitoring and reporting on GНG emissions by sources resulting from human activities and removed by sinks and on adaptation activities to the changed climatic conditions undertaken in a cost-effective and economically efficient manner.
