Article 1
This Law regulates the type and content of official record books; the Registry of official record books; competence for their keeping and resolution in administrative case proceedings in the area of official record books; manner of keeping of official record books and supporting documents, and inspection of official record books; restoring of official record books; entry into official record books on the basis of documents of a foreign authority; types of certificates and the issuing of certificates and documents based on official record books; exchange and use of data from the Registry of official record books; terms and conditions for performing Registrar's duties; the supervision of the implementation of regulations on official record books and other issues relevant to procedures preceding the entry into official record books.
The terms used in this Law, in male gender, shall imply the same terms used in female gender.

Article 2
Official record books are basic official records on a personal status of a citizen.
The following records are kept on the personal status of a citizen: birth records, marriage records and death records (hereinafter referred to as: official record books).
Facts on birth, marriage, death and other facts and changes associated with the former shall be entered into official record books.

Article 3
Official record books, certificates and documents issued based on official record books are public documents.
Data entered into official record books and facts proven by them shall be deemed true until otherwise evidenced in a manner specified by law.
